A three-way bulb has two filaments of different wattage — typically a watt filament and a watt filament. The filaments are wired to separate circuits, which can be closed initially using a special three-way socket. A 3-way lamp, also known as a tri-light, is a lamp that uses a 3-way bulb to produce three levels of light in a low-medium-high configuration. Standard incandescent 3-way bulbs have two separate circuits with separate filaments. You can get 3-way LED bulbs that have two independent circuits, but they cost more.

They can be table lamps or very common floor lamps like the examples you see here.
